When you run an anti virus program you have to have everything else shut down or it can take alot longer. You don't need to have it in safe mode unless your computer is really bad but based on the fact you can still get on-line I don't think its that bad. I suggest downloading and using Avast (avast.com) it is a free and thorough program that will catch most viruses on your computer now and keep anymore from creeping up on you. Good Luck!

Most people suggest safe mode so this way not so many things are running.
I don't think the internet on or off can affect it THAT much, but then again, I am no expert.
I highly suggest googling your problem to get SPECIFIC Instructions on how to cure your problem.

If you have an antivrus program on your pc, you should disable all the startup programs, disable system restore and restart your comupter in safemode and run the antivrus program.
After that, try to restart your pc and run one of the following online services and see what you find:

You can use McAfee virus scan or AVG 7.5.If you can't do anything,get CD of your Windows(boutable CD)and install new Windwos and after that log in to your Windows and install Anti-Virus i said to you.Check it for virus and delete the viruses and go to your old Windows and delete your last Windows(that you install it with boutable CD and if your problem solved or you don't like 2 Windows delete your last Windows)
