I am a beginner so I went with a simplicity pattern (6687C) for a newborn. After I cut out my pattern the front neckline I noticed there were dashed lines in the middle of the material that said stich line. Since it was a square neckline I am a little lost on how to do that stich thing and hem it at the same time.

Is it a stay stitching? Sometimes you just do a little loose row of stitches to help the piece keep its shape while you do the rest of the construction.

If not, is it a placement for a facing? I've seen a lot of square neck garments that have a neckline facing to make finishing easier.

I am not sure from your description exactly what the question is. The pattern should have everything step by step.

Sometimes with a square neckline you sew and then trim the corners so it lays flat when you turn it right side out. In some patterns you also will topstich around a neckline. To do that you sew the seam, turn it right side out, iron it flat and then sew about a 1/4 inch (or whatever your pattern says) in from the edge. This keeps the neckline flat and stable.
