Well, following are the options that I could suggest:
1. You could fine the business telephone number from yellow pages or the telephone number services on phone.
2. Internet also is beneficial depending what kind of business you are interested in. Business company's website can be used.
3. If you have the number you could just make a inquiry call. Any employee their would provide the business owner's name.
4. Chamber of commerce office is another place that could be contacted or visit website as often business become the member it, to spread word about there business to community and also make network among businesses itself.

The best place to find out who owns a business is to go to the county recorder's office. If they have registered a fictitious business name.

Now you will find out if the business is a corporation, a partnership or sole owner. If it is a corporation or partnership the person that signed the fictitious business form could just be a member of the corporation or in the event of a partnership one of the partners.

How do you know that the owner of the business want to sell and how do you know the owner is a she?

You can draw up a sales contract out lining the price you want to offer, any and all conditions under which you want to take possession of the business.

I hope this has been of some use to you, good luck.
