Make up was used by men for rituals and hunting, it had symbolic meaning. The traditional role of make up for women was to make them look prettier to attract a mate. The idea being that women don't care so much about how men look but rather how well they can perfom as husbands. Women, on the other hand tend to care greatly about the longevity of their beauty because they want to be able to keep the man they have or be able to find another one in case he goes away.
Technically, make up is assigned as to gender roles and therefore men wearing make up outside of specific purposes would be associated with non-masculine behaviour which is unsuitable for playing the role needed by most women in a relationship.

You know, before the French Revolution, this was not the case. Dudes got to dress like Liberace. I regret that something caused the social change, because I fear that it has caused some strange backlash. It took away a male's ability to distinguish himself amongst other males, somewhat.
Btw, I think some men could benefit a tad by utilizing some cover-up and foundation. If it's done in a none too obvious manner it is quite attractive. Eyeliner is sexy on a man, too. I have yet, however, to see a man, that is not a crossdresser or queen, sport lipstick attractively.

The only reason it is inappropriate for men to wear make-up is society norms. And for that matter, there are many occasions where it is considered ok for men to wear make-up: acting and/or tv and rock bands to name two.
But as another person mentioned, it's exactly the same reason why it's ok for men to be seen in public without a shirt but is not ok for women. Again, it's all about society norms.

Makeup is not really going to help a man attract a mate. Women are looking for other things when selecting a mate. But if you feel it is too much trouble to court females, go ahead and wear makeup.
