My plan for education in village is broad and odd. Taking the scenario of present education system in Indian villages is not up to the mark. 2% education SES collected is almost wasted in unimportant task showing as if important. The meal provided is good but not sufficient to build strong educated villagers backbone for next generation India. Kids found of food or rather kids of poor find a way out to have a free lunch there, which is other hand a good as it gives some amount of nutrition to them. But more concerned is that they are not taught. A regular committee is to be made like an education board which will cover the village schools to and justify its growth and teaching quality. Teacher follows a regular routine and do not struggle enough to make student educated. Since most of guardian of village student is not very educated it is to be the government or the body to take care of the student as if they are the guardian. The school time should be enough to let them study and play and grow so that no needs to study at home in oil lamp. I do not say here that there should be elongated school periods, I just meant that there should be balanced teaching and playing coaching but let the poor student know what a game is cricket, football, etc. A perfect school home till standard 10, to give enough knowledge to know the value of education. Schools should not have beyond capacity students. Every class examination should be reviewed by the central or state based governing body, might be after 2 years interval or every year which ever is best possible. Teacher should be given performance bonus or pay should be associated with the way they teach. Teacher’s rotation is essential if possible or rather they have to justify their stay in the school, like every working buddy starting from sports professional to clerk justify their duty. Schools equipped with books, games and social & behavioral study will definitely build next generation India having with good society and culture. What we miss is the learning of our right to freedom and the right as a citizen and attitudinal & behavioral science. There is no subject on this rather just let student seldom understand from the enthusiastic & some heroic stories. To let student learn themselves from others is a chance factor to become a responsible polite and honest; it should he taught properly so that they can come up naturally without encountering to a situation where they are forced to learn. These should be included in the education system to become a responsible citizen. I believe 2% education SES is lot to build such schooling environment. And the salary paid to the teacher is enough as because there is no tension of loosing job but there should be a process of their salary hiking which is directly linked with performance and their teaching popularity. Seniority is one factor but teaching ability should be also. After 2 or 3 hours of teaching in village school, teachers do have lot of time to support this. When a clerk, in any organization, can teaches his own kid after 12 hours of regular duty with seldom once a week holiday; then I certainly believe this is possible.

Yes, but only through authorities like KVs. Unfortunately, KVs do not provide adequate housing facilities for faculty. Moreover, the workload is too high, and teachers have to run errands for other "government" activities like during elections. This gives less time for teaching students. This concern becomes important esp for married staff who arent very keen to live away from family. If they do they want to ensure security in all respects.
Salary is no criterion.

there is no difference in village and city in the matter of education. if u differentiate it like this u r creating two types of citizens. everybody can learn what they want to do and they must have an aim and that is enough.
