There was no democracy under Napoleon Bonaparte, he crowned himself and changed France back to a Monarchy.

Nope, in france it was called a political cycle. absolutism, then complete freedom and chaos (French revolution), then napoleon's rule which was a dictatorship but not as absolute as the monarchy before, then it swung again in freedom, and so on until it finally became stable

I believe so. Napolean did expand the right to own private property during his reign, and he also transitioned France from Revolution to a more stable entity.
