I'm getting two rats and i dont know a good place to get the new supplies. I live in San Jose.

Kudos to you on getting two same-sex ratties. Rats love the company of their own kind, along with the love of their human care-givers.
Because I like to spoil my mischief (that's what a group of rats is called) I go to the big chain stores because they have more variety from which to choose in the way of supplies. I go to Petland, Petsmart, and Petcetera. I used to go Super Pets in a city I use to live in.
Even the smaller "mom n' pop" pet stores will have the basics like cages, water, bottles, dishes, food, toys, etc.
My suggestion would be to get just the basics, and then, as you get better in your skills as a rat-keeper (and by then you'll be hooked on rats), you can go and get better supplies.
Your most expensive purchase is going to be the cage. Get the biggest cage you can afford. The minimum size cage for two rats would be a guinea pig cage.

Keep in mind that young rats of either sex, and adult females, can squeeze through the bars of the cage if the bar spacing is an inch wide or wider.

I used to have pet rats. They are very clean and fun to have. Sometimes you can find pet supplies for small animals at Dollar stores also. You will need small feeding dishes for food and water too. And I have seen shavings(bag) of wood bedding in dollar stores also besides pet stores.
