The question is how much population a city should have to call it a city.
May be in our Indian law a city should have more than 10 lacks population to be a sub-metropolitan and 60 lacks to be a metropolitan city.
Less than 10 lacks is not a city.
Less than 10 lacks is a town.
And less than 50,000 is a village.
And now I want to tell you a city with the population 10 lacks is a smallest city in India and I don’t know other country’s law.

I had read somewhere and I believe it was here on Yahoo about a relatively small country being up for sale. Assuming this is true, I would believe that it were to be the smallest city although you probably couldn't technically call it a "city". But it only has a population the size of an average family. It is surrounded by four walls and is only a castle but they had fought off German and Scottish troops I do believe it said and was thereby considered a country. Im pretty sure I had seen it in the news here on Yahoo but as to where you could possibly find it, Im not quite sure. It isnt far off from Scotland it said though,....

No doubt there are plenty of ghost towns with population zero. Probably some inhabited towns with population 1.
But Vatican City is the smallest nation, not the smallest city.
