Find the root cause for the problem. Why is that young Indians not interested in opting for careers in pure sciences!? THe plain and simple reason as an average Indian thinks is the 'money'. IT fields provide you with this and also look glamourous (initially atleast). Pure sciences need lot of patience and persaverence unlike the IT.

Also there are very few universities which are into the cutting edge field in these fields. The universities lack funds. The more glamorous US universities attracts many young students interested in this.

To get a quantum leap :
More funds
Better faculty to guide and inspire youth
Fast action by the government

Usually the I.Q. level of the children from the middle class and upper middle class families is more compared to the rich families. The lower middle class, poor and the upper middle class children don't have the proper exposure for the science and technology, hence to give a quantum jump to the science and technology the children from these parts of the society should be exposed and proper knowledge should be given to prove their talents in the coming future.
Today's boom in the IT industry, Industrial development and financial stability of our country are due to the proper care given to children's of these sections in the past after our Independence.

There should be free libraries in each villages and towns where self development and science and technology books should be available for free reference, local science groups,clubs among the youth should be formed to develop their moral and they should be strongly made to feel what is their role in the country with sound knowledge as they are our future. Already there are some programs available in our country but not to all which should be taken to the needy.

First of all sufficient encouragement and rewards should be given to people who are engaged in research and development .At present it is not looked upon as a lucrative profession .Where as the same people who migrate to west are richly rewarded.Secondly advanced equipments and Technology required for researches should be made available.Eminent scientists and scholars should be provided financial and material sponsorship to start their own Research institutions so that they can guide the aspiring students.Even with out these supports India is doing commendably well in science and technology.But if sufficient patronage is given it can open the floodgates.

India is already on the road to progress in science and technology. If you are not satisfied with this progress then first define the quantum. To achieve it treat it as a continual improvement process.

India is engaged in activity that has the characteristic of destroying wealth on a grand scale. This wealth destroying activity is manifested across a wide range of economic activity. The roots are ingrained culturally.

I think the roots are related the the divisions in society. Each layer wants something tangible taken from the layer below. There is a proliferation of layers because people need to surround them selves with evidence of their position.

The result is that productivity takes a hit in the interest of making things conform.

Scientific potential should be tapped and Scientific resources harnessed for the use of every common Indian. Scientific approach should be inculcated right from the grassroot level.

Government should increase the fund allocation for research.
Government should give tax benefit on their spending on research.
Create an atmosphere where the innovation gets recognised and rewarded.

Get rid of allthe religions that keep people living in the gutter and thinking thats where tey're supossed to be
