Eau de Toilette is an indicator to the concentration level (strength) of a perfume. There are more than one level of concentration. Different perfume manufacturers use different actual concentrations for each indicator
Parfum: is the least diluted (most concentrated) perfume (20%-40% concentration - depending on manufacturer)
Eau de parfum is the next level - about 10%-30% concentration (again depending on the manufacturer)
Eau de toilette is between 5%-10% concentration of perfume
Eau de cologne is the weakest concentration at about 2%-5% of actual perfume concentrate.
Perfume is usually diluted with ethanol or ethanol & water, or oils or waxes etc..
The concentration of perfume will also affect the price of perfume. So parfum is generally more costly per ounce than say, eau de toilette!!!!!

Hi, here's what I found on my favorite online encyclopedia:
Eau de Cologne
From Wikipedia, the free encyclopedia
Original Eau de Cologne
Bottle of Original Eau de Cologne
Bottle of Eau de Cologne "Trojnoj"Eau de Cologne
(French for "water of Cologne", Kölnisch Wasser in German)
is a type of light perfume that originated in Cologne, Germany and is defined by its typical concentration of about 2-5% essential oils.
I also found this wonderful posting which goes into great detail:
Eau De Cologne. Originally the name applied to light refreshing citrus scented fragrance. See Cologne. Now more widely used to relate to a solution of about 3% Perfume Compound in an alcohol/water base. Much lighter than a concentrated perfume.
-Cologne (Women's). A light form of a specific fragrance with about 3% concentration of perfume compound in an alcohol water base.
-Cologne (Men's). More concentrated than women's colognes (5-8%), similar to the strength of toilet water (Eau de Toilette). After Shave by comparison will usually only have 3 - 5%.
Eau de Parfum. An alcoholic perfume solution containing 10 to 15% perfume compound.
Eau de Toilette. An alcohol/water based perfume solution containing 3 to 8 % perfume compound.
Perfume (or Parfum). Most highly concentrated form of fragrance, containing between 20 - 50% perfume compound. The strongest and the longest lasting.
Toilet Water- A fragrance less concentrated than eau de perfume used to create a lighter version of a fragrance

In old English, toilet refers to the process of a woman prettying up - putting up her hair, doing her makeup, applying her powders and perfumes, etc. We really don't use that meaning of the word toilet anymore. Perfume is water meant for a woman's "toilette."
