Im not sure your terminology is completely accurate, but "cognitive learning" is the actual process of learning stuff. It can be done consciously or unconsciously. It could be something like reading a book and memorizing information for class, or learning how to drive.
metacognition refers to the ability to actually explain how one's cognition works. For example, explaining how it is that you memorize something or learn how to drive.
