Is it true the water heaters have a small electrical charge from turning cold water to hot?If so why?

No. Even if a charge were to develop the heater is conductive and grounded through the piping. A charge would not build up.

Water and electricity.........hhhhhhmmmmmmmm? What do you think? I have been plumbing for over 30 years, and I have NEVER heard that one!
