I have never heard of either expression, but I can try to answer based on my fair knowledge of English grammar and I would say that these two expressions do relate to grammar.

A clause is a group of words, not a complete sentence that contains a verb. A phrase does not contain a verb.

In series means two or more , one after another, in one sentence.

So a clausal series is within a sentence, which contains two or more sub clauses (with verbs) appearing one after the other.

A phrasal series is within a sentence which contains two or more sub-parts which are phases (without verbs) appearing one after the other.

eg Cl. The boys, who were late, who were caught buy the prefects, will be punished.

eg Ph. She would like a dress made, in a modern style, with pink ribbons, as soon as possible.

I hope this helps
