She must begin to plan for application at least one year before she intends to begin college.
First, she must take the SAT exam. That will give her an idea about which tier of colleges will be most appropriate for her.(With a score over 2100, and she will be able to consider top colleges.) This exam must be taken before October of the year PRIOR to which she wishes to begin school, since most college applications are due in November and/or December. Even if her first language is English, she may have to take the TOEFL exam as well. (This requirement varies from university to university.)
Most colleges have special applications specifically for international students. This is important to keep in mind.
http://www.collegeboard.com has a College Matchmaker function that should be able to help her narrow the list of colleges to consider.
After she chooses a list of colleges to which to apply, she may want to contact the international admissions officers at each college. They can tell her about the requirements for admission to their particular institution. (These also vary from college to college.)
Since she is an international student, she will not be eligible for the same grants and loans as American citizens, I have included links to information about financial support for international students.

well it would be good to start off at

using that website you can connect what major she wants to do with the univeristy that offers it...
and also search by regions on line
go to college fairs in your town...
and maybe you can visit a local high school
and ask if the counselors could help you with a couple of brochures, or something like that...
i bet they would gladly help, since their duty is to help students to college

All of this can be worked through the college your friend gets accepted to. They can arrange for him/her to get a student visa for educational purposes.
