My gf and I have been taking walks lately and there is one section of concrete in a parking lot that looks as if someone spilled water on it. I noticed that it has never dried.

What could someone put on concrete or pavement to make it look wet, and stay that way?

There are stone enhancers and sealers that will do that. Check at a tile store or hardware store.

some sort of concrete sealer...like they use on stained concrete floors. They usually dont do that for parking lots. The finishers could have "burned" the surface by over-troweling the surface. This also results in a shiny look.

There are plenty of wet look concrete sealers. Check out Home Depot, Lowe's or any hardware store.

It is a sealer. My sister did her driveway in stamped concrete and they sealed it, it still looks wet after a year in Minnesota weather.

Shellacks will do this. It is something that you paint on, and it dries shiny. Like the sealants that you might use on a wood floor.
