Take him outside and stay close to him, maybe he won't go bark at the neighbor. Ihave the same problem with mine. He's 11 and has to pee every five minutes. It's annoying, but I love him.

well if you like your kitchen smelling like pee keep him in. Personally let him bark at the neighbor, what's that gonna hurt at least the place the food is kept isn't smelling like pee
