poluting the river with oil. i need to know who to report this to .

you can call the EPA but all their going to tell you is call your local P.D.

I'd start with the Police. Next would be the City or County. If you have a Health Department, call them too, then your Fire Department should have a HAZMAT number to help you. If all that fails, go to the press or call your government Officials Offices (Mayor, City Council, Assemblymen, Representative, Governor...) Don't give up until you get someone's attention! Good luck to you & hang tough! Take photos if you can get them safely.

Your local environmental department. The court house should have that number if you can't find it in the phone book. I'm sure you could also just call the police.

The police or the Environmental Protection Agency are possibilities. Both may want proof. You probably should video him doing it.

The environmental protection agency, the dnr, or any affilation in that frame of government, if the dnr isn't the right ones they will get you in the right direction though.

Confront them as to why they do this when auto repair shops take the stuff at NO CHARGE. That is a serious offense as far as polluting is concerned.

your city department of public works would be a good place to start. you may even go to your local police department and tell them about it.
