It means: A good leader never loses touch with his team, with everyone individually: at the same time, a leader does not do too much 'fraternising', does not allow too much familiarity, stays far enough ahead (and, higher up) to be good motivation to others who want to go ahead and higher up, to catch up with the esteemed leader, who is at once a friend and a 'pole star' to look up to!

close enough to others could mean, open to hear what the team has to say and give feedback to the group about their views and ideas. and the second phrase could mean because he is a leader or boss he has the big picture in his mind and knows what has to be done and how to do it. Also he has command abilities and the respect of his fellow workers to inspire their capabilites to help him get results and get the job done. Now that was a mouthful hope you got it.
