In some places it's a pleasant greeting. I personally like to throw mud as a loving way to say, "Hello, welcome to my city!"

Impeding traffic, and I'm sure there is something in there for putting someone who is driving a 2000 pound death machine in more danger than necessary. Maybe attempted manslaughter if they decided to make an example out of you.

Yes ! This action is putting others in harm's way. To me, it is the same thing as pulling a gun out & shooting at someone. The results could be just as tragic in either scenerio.
