Is it just because the air is a lot dryer? And if so, what causes the air to be so much dryer?

water does not evaporate into the air as much in winter therefore it has less humidity
the sun makes water evaporate more in the summer

Yes, it's because the air is drier; that's usually due to the fact that buildings are heated in the winter.
