I did hear about a school project where they created a high-mpg vehicle...but I'm not sure it was a college, or in California, though California does have the strictest energy-savings requirements for their vehicles and with the new legislation it's going to get even more stringent.

I don't know of any college, but there is a company in California call Tesla that makes a really nice electric car. Check it out!
