Depends on the effect u want to achieve.
Being honest, although as a guy it is a huge turn on to "know" a guy is doing that, I'd say it is in general over rated to do it.
If you are wearing a skirt especially be warned that the guy who sees may not be the guy you want to see.

No! Think about it when you sit down on a chair, you are putting your body directly on whatever is there. Gross! It's gross for you and for others that may sit where you sat and have to be exposed to any bodily fluids you leaked out. I think it should be against the law. Why should others have to put up with coming into contact where someones naked butt sat.

Er... whatever your preference is. Just wear panties if you are wearing a skirt, dress, or something see through, to save yourself from embarassment and indecent exposure.

You could but you run a higher risk of infections and desensitizing your lady parts which can make for more diffacult orgasms
