My mom wants to frame hers and put it on the wall. Is there a special glue that goes on the surface, or on the back to stick it to the frame?

There is special puzzle glue. I've seen it at craft stores.

Yes, they make a glue for that exact purpose.

Go to a craft store and ask for jigsaw puzzle glue. It goes on the back of the surface.

my wife use elmer glue.she turn it over an pour it on the back, then wipe it all over ,,also you can put it on the frount of the puzzle an let it dry ,then use a damp cloth an wipe away the left over glue

You can also use Mod Podge, available at any craft store...It puts a sort of varnish over the surface to protect it as well...
