"The management was very weak in giving sanctions to the contractors who have been in a very critical condition"
-------------------

(It talks about the management, which is appointed by the owner of a construction project, carried out by contractor. These contractor have been in a very critical condition, which mean the contractors have been tolerated to do mistakes and errors, but they have been to do much mistakes. Unfortunately the management of the project is weak (lax?) in giving sanctions to these contractors as required in the contract).

Management has not fulfilled its obligation to sanction the contractors.

The key to diplomacy is to keep statements simply, factual and balanced. Using phrases like “very weak” can be inflammatory, and there is no reason to offer an excuse for the behavior (“who have been in a very critical condition”).

Unless the word “sanction” is used in the contract, I would consider changing it to something less severe like “penalize”. “Sanction” implies a moral wrongdoing.
