Use a moisturizer that doesn't contain mineral oil. That should help with the dryness. Also, drink lots of water. That really does help to wash toxins out of your body and makes your skin glow.

There is an awesome cream called "hydrating creme concentrate" and "Chinese tea night creme" both are froma line called bee-luscious , it is super gentle I use it and it has left my skin like a baby's bottom. The answer to all of your dry skin problems is NIVEA. you can find it in small round carry on containers for as cheap as a dollar in Wallgreens. I use it every day and my face is never oily and very rarely breaks out.

I have the same problem and I use it for my face every night before I go to bed.
Get the Face Soap;Toner; Lotion

It might sound a little strange, but Neutrogena hand cream is what I put on my severely dry patches. It hydrates quickly, won't make you break out, and is cheap and easy to find.

Use Eucirin. It won't clog your pores like other lotions, and it moisturizes really good. I have the same problem, and I love it! You can probably find it at Walgreens, or another drugstore. Don't worry, it's not a perscription. Good luck! :D
