I agree, just how do you know your router is receiving packets from outside your LAN? There is a program (free) called Wireshark. It was previously called Ethernet. It operates in promiscuous mode and is a network sniffer. It will tell you what packets are traveling over your network. The packets you are "receiving" may be from within your network, and not from outside. (If nothing else, it is really cool to see which protocols are being implemented)

Your modem is trying to connect to the server this would be the main reason as to why your modem is receiving packets because the modem is trying to ping the server to get a connection logon attempt.

If it is unable to connect it will try and try and try again unless you have a connection that is working then it will not logon.

What type of Router do you have? You haven't given enough information as how you are connected to a Router, how your Router is connected to a Lan line, etc.
