I think that taking away someone's free will would be worse than death. Even the African-American slaves had free will. But if you had to do everything someone told you to do, while being aware of it, would be horrible.
Imagine if you had no free will, and your "master" told you to kill all the people you love. Seeing their blood, and knowing that it was you that killed them, would be horrible. At least death offers some escape.

There are things worse then killing. But since you said you are 13 I will be respectful of that. Thanks for the age though it helps.
If by what you are saying you are trying to give someone in your story special powers then I would go with torture in the mental sense. For example your character is able to discover a person hidden secrets. Like thier bad deeds or thoughts. Your character makes them relive this everyday that they are awake. But everytime they relive it, the people that your character is affecting do it to thier friends or family. It is a mental torture.

killing all their family and friends and making it seem like it was their fault - that's worse than killing them.
Next choice would be killing all the silly 13 year olds that spend too much time on the internet :p

Something worse than killing? These things:
* Drug and alcohol abuse
* Smoking addiction
* Suicide
* Rape
* Having amnesia and having no one that could help you
* Having cerebral palsy so bad that you are nothing but a vegetable (see the book Stuck in Neutral for a perfect example; it's a little intense, but you seem like you'd be able to handle it)
* Being mental and/or being trapped in an insane asylum.
That bad enough for you?

FROM A STORY TELLER VIEW THE ONLY THING WORSE THAN KILLING SOMEONE WOULD BE NOT KILLING THE PERSON YOU WERE SUPPOSED TO KILL THUS MAKING THE HUNTER BECOME THE HUNTED. iTS A KILL OR BE KILLED THING.. KEEP IN MIND THAT WE ARE ALL POTENTIAL KILLERS EVEN IF ONLY FOR FOOD

Worse than killing someone? Easy. Killing the ones they love. It hurts much more to have to live with the pain of losing the ones you love than it does to die. Especially if you have to watch each of them die (if you wanna make it reallly horrible anyways. I don't mean to creep you out)

There are plenty of things worse than dying. Losing people you love more than you love yourself, for instance.
Pretty heavy stuff for a 13 year old...if I were you, I'd try not to think of such serious, depressing stuff...plenty of time for that when you're an adult.
