It is a scar he got from the childhood disease discoid lupus. It left the scarring and also caused him to lose his hair.

Contrary to popular belief, the scars were caused by a disease called Lupus which Seal suffered from when he was a child. The particular strain from which Seal suffers causes blistering especially around the facial area, which when ruptured cause deep scarring.
They not the result of ritual scarification, being bitten on the face by a wolf, getting punched while wearing glasses, or being involved in a motorcycle accident (And they are some of the less bizarre reasons proffered!)

Seal had lupus as a child which can scar ones face. I wondered about that too.

Before his first concert, he got in a knife fight. The medic wanted him to stitch it up, but Seal needed to go the concert.
