The best answer I can give, unfortunately, is no. It's just listed as "Untitled Book Number 11" on terrygoodkind.net. Didn't find out even that much on terrygoodkind.com and fantasticfiction.co.uk still has Phantom listed under the 'new and forthcoming' heading. Sorry I'm not able to help.
