What is decent for you? If decent is cheap and the food is okay then probably Fridays or Mimis.However, in most of these places, you either get grumpy menopausing servers or Paris HIlton wannabees who know anything better but to be of service to the customer.
However, don't you think we have to pay to get the "best" anyway? I would rather pay $45 for a meal at Ruth Chris' where everyone is professional and on their toes rather than save a couple of bucks and eat at say, a local diner where they toss food out to you after 45 minutes of waiting and hurry up to pick up your plate when you;re not even halfway through it yet.
To me, the best restaurants in the world and reasonable too would be Ruth Chris', Vic Stewarts, Va Da Vi and the restaurant on top of the Peninsula Hotel in Kowloon, Hongkong which is the proposal capital of the world. You get the best ambience and best food with the best service. PF changs is also reasonably priced with decent wait staff for the most part.

Fast food-- Wendy's- great variety, great taste, SUPER-cheap!!! Chili-cheese Potato.
Sit-down, Italian--Olive Garden- MMMMMMmmmmm!!!!!!!!!!!!! Seafood fetuchini alfredo--- Oh, Baby!!!!
Sit-down, Mexican-- El Sol- it's a local restaurant... Yummy!
Sit-down, American-- Dennys- they're open 24/7, serve breakfast 24/7... what more could you ask for? Y'know those Country Skillets? Yeah....!

Saltgrass Steak House. Located only in Texas. Price might be a little high for some....but you get your money's worth. Service is better than any place I have ever been.

My favorite restaurant is either Denny's or Taquaria Valartia (in california, it is mexican food) those are my two favorite places to eat out in california.
