Likely not. A repair install will fix problems with Windows, but if a third party (like a virus or key-logger) is causing problems a repair is likely not enough. You'll either have to find some way to remove the key-logger or reinstall Windows from scratch (reformat, etc.).

Generally, you either have to format your drive with windows, or have a trusted antivirus remove it. Ad-Aware Personal or Mcafee should be able to do this for you. The mouse, on the other hand, is not being affected by a key logger. (key loggers are designed to exist in your computer and for you NOT to notice them. It's like either a driver problem/mouse malfunction/OTHER virus). Download Ad-Aware Personal for free by searching it on yahoo. The mouse can probably be fixed with a reinstall of drivers or a reformat with windows.

I'd recommend you go to the below website, which is the Trend-Micro Anti-spyware on-line scanner. It's free, and along with finding spyware infections, it will also find Keylogger programs. It works very well. Good luck.

Have you tried scanning for spyware? There are many free ones out there. I found this guide pretty helpful, hope this helps. http://www.basicspywaretips.com/getridofspyware.html
