The equation is y = mx+b, where m is the slope and b is the
y-intercept.
Now since this line is to be parallel y =1/5x +2 it must have the same slope which is 1/5. The y-intercept is given as -5.
So y=mx+b becomes y = 1/5 x -5

parallel means that the lines have the same slope... so
m=1/5
it gives you the y intercept which is b
so
b=-5
so...
y=1/5x - 5
is your answer!
