Why does ribbon curl if you run scissors across it?

If you've wrapped a present, I'm sure once or twice you've seen someone take scissors and slide them over the ribbon to make it into a nice little curl. Why does running stuff across ribbon make it curl up?

hair curls because one side grows faster than the other.
ribbon curls because you stretch one side longer than the other.
