Display properties -> settings -> advanced -> 3D, then check use custom settings and disable it for either Direct3D or OpenGL depending on the application you want to use.

Go into the Video Settings tab and look up the advanced settings. Vsync should be somewhere in there. (I don't have an ATI card, but it should be the same for all cards.)

ive got nVidea cards but i turn mine off in the properties window for my graphics card. I right click in desktop and my graphics cards/motherboard(both run nvidea) is a tab on the properties window. hope this helps good luck!
