Do you mean STAGNANT:
- not growing or changing; without force or vitality
- not circulating or flowing (Example: "Stagnant water)

are you sure the word is not stagnant
definition for stagnant is : not flowing in a current or stream...motionless (water)
Could also mean stale or inactive.

Not going anywhere....in one place....treading water.
