I would say you should talk about how there are so many very intelligent people in this world who have a very difficult time expressing their thoughts on paper, there are also a lot of people who have gotten further in school than what they technically should have...they have fallen through the cracks of education and made it to the 9th grade but have the grammar and language skills of a 2nd grader. To attempt to eliminate such problems English 11 has been made mandatory...to drill at least some of the basic language skills into our heads so we will remember them as adults. *****Hope this gives you some ideas*****

I would talk about why it is mandatory to have English courses throughout highschool...which is because you have to know how to read, and write in life.
