I think I would need more information from you, the person who broached the question, before revealing what I have to offer. Offering friendship purely on the basis of the information you've given seems rather hasty.

What makes you viable to be a friend?
There are several things that contribute to friendship... What makes you a friend to someone?
To me a friend is someone who is always there to listen - even if they do not agree with what I am saying.
A friend is someone who will give their opinion and not expect me to go with what they say because they understand it is my choice.
A friend is someone who will see the worst of me when I cry and offload but will also share my most precious moments, laughing and celebrating with me.
A friend is someone who I don't have to have constant contact with to remain friends. Some friends are local - others are long distant but the relationship is still special.

What can you offer? Friendship is usually based on unselfish motives so asking someone what can they offer isn't the best way to start off.
