Try out Microsoft's Photo story - it's light and pretty easy to use.
Free as well :)

You need video editing software. On Windows ME or XP you can do this with the Windows Movie Maker found under Accessories.
On the Mac there is iMovie.
Both programs support loading video clips and then arranging them and adding sound.

You just need a video editing program - if you are running Windows XP, then you already have one...Windows Movie Maker.
