IIRC if the ball is downed outside the hashmarks, its spotted on the same-side hashmark at the yard line where it was downed. If it goes out of bounds, its spotted on the center line. That is, if the ball carrier was tackled on the previous play just inside the left boundary line at the 30, the ball would be spotted on the left hash mark on the 30.

to the right and left of center there are "hash marks" the ball is placed on these when the ball goes out of bounds. the ball is placed on the hash marks of the side the ball goes out of bounds on or for how close the tackle that stops play is made.
