If its not a chemical fire just water. If its chemical then a bucket of sand will work depending on how big the fire is.

Sand is something you don't ordinarily have around the
house, baking soda only comes in little boxes and in
some cases water is the last thing you should use. You
want to deprive the fire of oxygen, I.E. SMOTHER IT.
The best thing is to use flour...it comes in large amounts and
is usually in everyone's house, frequently close to a
kitchen fire, the most common location. In a real fire
throw all of the flour on it. ..there are no portions to
consider..I don't quite understand the sand, baking
soda, water recipe combo possibility. If the fire's on
the beach then sand and plenty of that .

It depends on what kind of fire you're putting out. For instance, don't use water on oil or metal fires. It might look cool, but it just spreads the fire all over the place. They have to be smothered.
