Because people are too afraid to talk to the person they complain about, so they tell someone else.
Also, people are too limited with conversations, so they will bring up the rumor, for conversational purposes only, to slightly make themselves look better.
Whoever spreads gossip, are wussies, because they aren't man enough to talk to the person in which the gossip spread from. Gossip is mostly spread-out assumptions. At least confirm the assumption before spreading it out. Even if the gossip is true, it's still means you're a wussy to spread it around.

Could be a number of reasons...
1. They're malicious and don't like the person the rumor is about (if it's bad, of course).
2. They have nothing else to talk about.
3. They don't think it will hurt anyone.

Lots of reasons.
I heard one today about the potential identity of a child causing a second bomb threat in our district.
There was a child who did this repeatedly in one towm.
The family move to our town.
Poof! Many people made the judgment that it was him.
The person who told me called it a rumor, and offered there that is no proof, and she refused to believe it.
Bt we need answers to dangerous and also very disruptive behaviors, don't we?
But basically, we all know not to go on and on about ourselves, so we talk about others.
WE also divert attentionfrom teh negative sides of ourselves that way.
We get brownie points for being entertaining.
Some people think they're cool for being in the know, even they know naught at all!

To get revenge on someone for doing something, by giving them a bad reputation, some people due it for Popularity and Fame so they are known for starting it.

They think that if they make someone else look bad that will shift other people's attention to how bad that someone is instead of themselves. They think it makes them look better.
