Rogers was the better deal when bundled with your Rogers internet or cable. The phone I have for my wife as zero bells and whistles and costs about $25.00 a month. Having said that, I am discovering that Telus is a bit cheaper with better reception.

You should see if you can get a vonage phone. just google vonage. It costs just under a hundred for the phone. The phone can cost just under 20 a month it works off of broad band wireless service so it will work just about anywhere. My husband is getting one he works oil rigs and says they can get wireless internet pretty much anywhere for the rig computers so the phone should work everywhere(only place that hasn't worked so far is North B.C almost in the Yukon)For the 20 you get 500 minutes and it works for long distance too I don't think there is any roaming charges but, you would have to check to be sure.

If you ditch your contract, the cell phone company turns off your phone prevents it from being connected until your bill is paid. As for unlocking, people but passwords on their phones thn the code is lost so the phone remains locked. Some places are able to go into the phone and unlock it.
