Usually this is a private business venture. States don't buy or own sports teams. They may offer tax breaks and other incentives to lure a sports franchise. This would be to benefit the state as a whole.

neither states nore schools either for that matter since there are ways to finance sports without using money put to better use for the people of that area. for example, let a high school sports team rent out a part of a fence for local advertising .charge a small entry fee for the events,
