I got my husband international rates on his cell phone because he was stationed on a ship for a while. The sales person told me if he is traveling to different countries it would be worth it, but if he was just going to be in Iraq the rates would be way too high for it to be worth it. The rates were somewhere in the realm of $6 to $8 per minute. My husband is detached from the ship right now and is in Iraq and he is able to get online and talk to me on the webcam every night and pays $60 a month for internet. There are also phones available, some which are free. There are a lot of other options for communication that will save you much more money than if you use your cell phone.

Not sure you can call any mobile for free, but yo ucould try using Skype. They have a 'Skype Out' system which is pretty cheap because much of the call is over the internet.
