eye contact attraction?

can you tell if someone likes you just by eye contact, even if you havent met the person yet? has anyone experienced this and has it led to something?

Yes, yes and yes.

There's different versions, of course. My personal experience was with dance floor "eye sex" (which led to close dancing and fun), but there can be a less intense, more romantic version as well.
