The bubbles in ice are pockets of oxygen, but they are gas surrounded by frozen H2O molecules.
It's been hypothesized but not proven.

Factoid: People who are anemic are known to crunch ice- it contains pockets of O2 gas released as they eat the ice. It gives them a bit of a boost even though their hemoglobin-oxygen carrying capability- is low.
