Elastin is present in tissue that needs to stretch and recoil, like blood vessels, lung tissue, skin, and the uterus. Connective tissue needs tensile strength, for which collage is much better suited. So all connective tissue will have mostly collagen (type I in bone and tendon, type II in cartilage).
