Is it okay , to charge a cell phone with the cell phone on or is it best to turn , it off?

its OK ether way. you should turn it off if you want it to charge fast. if you are waiting on a call and the phone is almost dead you can charge it and use it. hope this helps :)

The phone will charge either way, but faster off as you won't have any current drain along with it. Some phones get hot when getting charged while you talk, but no biggie. It really depends on the speed at which you want to charge the phone. I hardly ever turn my off. I also do handset protocol and requirements for a wireless company, so I would never lie to you on this.

Just be extremely careful and never use aftermarket chargers as these can hurt the battery. If the battery is Lithium Ion, this can cause the battery to get damage and/or explode. This is not a myth, this is reality.

trun your cell phone off when you get ready to charge the battery, otherwise, if you charge your cell when the phone turned on you'll get a different charge and possibly shorten the life of the battery and you don't want that

Well, on the one hand, you get charged for usage of your phone, so i always turn mine off. But you may miss a call or something than, so really its your preference. I only prefer to mine off because i feel that its better for the phone to just turn off and rest for a little while. But it really doesnt matter.
