How can you be sure that chlorine ion is not causing the color in a flame when puting a slution over a flame?

It doesn't happen. Chlorine gives no color to a gas flame. In fact, one cleans the platinum wire between tests by dipping in it in hydrochloric acid, passing it through the flame, and then going on to do the next test.
