I would definitely recommend reading Sarah Dessen. She is in my opinion the best YA writer when it comes to romance. My particular favorite is The Truth About Forever. But her other books include Keeping the Moon, Someone like You, Dreamland, That Summer, This Lullaby, and Just Listen. I also love Sonya Sones. I especially love What My Mother Doesn't Know. Joan Bauer is always enjoyable. My favorite of Bauer's is Hope Was Here and Squashed.
I would also recommend reading Shannon Hale's series: Goose Girl, Enna Burning, and River Secrets. And Ella Enchanted by Gail Carson Levine is such a great book.
For older books, at this age I was in love with Gone With The Wind by Margaret Mitchell and the Anne series (Anne of Green Gables) by L.M. Montgomery. But everyone's tastes are different. It really depends on if you like historical or contemporary settings.

Have her to read "Where the Red Fern Grows". It's not exactly a love story but if she can get through the book without crying you will need to have her examined to see if she has a heart or a thumping gizzard. It is a book that will hold almost anyone's interest. I know because I am a person that if I'm not totally absorbed in the first few pages I will lay it down and never pick it up again. You may think the book is only for boys but I think it is a very good book for any gender.

The Abarat by Clive Barker. I don't know how to describe this book really but it's a series of three books (although I think I heard he was going to write four) two of which are out. It's about a girl named Candy Quakenbush who finds this light house out in a prairie that turns out to be the beacon to call another world. It has a love story that is pretty central to the plot though it takes the first two books to unfold. Please forgive my summary, I suck at them. The books themselves were very fast and easy reads, and the illustrations that they come with are beautiful.

If you like the movies Lord of the Rings or the fantasy/sci-fi category of books, try Tamora Pierce's "Alanna" series. They are about a young, determined girl who doesn't let anyone force her into the roles pre-determined by her society. But it's set in a fantasy world - 3 books in the series and I loved them all at age 14. I even re-read them again in my 20's they were so good.

I was never really into love stories until I read the Princess Diaries Series. I don't really like to read but I was up half the night with each of these. Even though any Meg Cabot is good because it involves love into teenage conversations and situations.

How about the Sweet Valley High series? When I was 14 I enjoyed reading Danielle Steele books but I know they're "adult content".
Has she read the Harry Potter series? They're great!

That depends on her reading level. Not all 14 year olds are at a 14 year old reading level. When I was 14 my favorite book was Watership Down.
